Baker is a dedicated immigration and criminal defense attorney whose nearly 13-year career has delivered life-changing legal representation to over 2,000 noncitizens navigating some of the most complex and consequential challenges our legal system presents. In 2024, he founded Capital Gateway Immigration, APLC, a Sacramento-based law firm that stands as a model of mission-driven, community-centered legal practice. His statewide influence extended through his role as the American Immigration Lawyers Association liaison to the Sacramento Immigration Court, where he advocated for systemic improvements and worked directly with immigration judges and stakeholders to advance a fairer process for all. A recognized expert in the immigration consequences of criminal convictions, Baker has testified as an expert witness in California Superior Court and regularly consults with criminal defense counsel on post-conviction strategies. His commitment to access to justice reaches beyond the courtroom, teaching courses on immigration and paralegal ethics, conducting Know Your Rights trainings for vulnerable populations, volunteering at legal clinics, mentoring emerging attorneys and offering pro bono consultations for low-income immigrants.
