Moya is a public administrator whose 20-year career reflects a deep commitment to sound governance and the communities he serves. As Deputy Director of Finance for the City of Rancho Palos Verdes, he oversees core financial operations and long-term fiscal planning. Over the course of his career in cities throughout Southern California, he has managed operating and capital budgets exceeding $250M and has served in roles across departments including Finance, Public Works, Human Resources, and Economic Development.

A trusted advisor to city leadership, Moya has guided major infrastructure funding strategies, supported labor negotiations, and authored policy reports that have informed key City Council decisions. His work has contributed to multiple recognitions, including the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award and the GFOA Certificate of Achievement for Excellence in Financial Reporting. He also led efforts to introduce the GFOA Popular Annual Financial Reporting program to the City of Rancho Palos Verdes and secured the City’s first California Society of Municipal Finance Officers Operating Budget Excellence Award.
