Lock is a rising public policy leader whose career reflects a remarkable commitment to housing equity, civic innovation and community-centered governance. Selected as chief of staff for Costa Mesa Mayor Katrina Foley in 2019, Connor quickly distinguished himself by leading the City's 2020 Census outreach coordination and organizing a COVID-19 response effort that became a model for Orange County cities. As chief of staff for °µÍøÊÓÆµ Councilwoman Cindy Allen, he spearheaded tenant protection policies, climate adaptation initiatives, inclusionary housing policy, helped secure the future of the Queen Mary and helped bring °µÍøÊÓÆµ into the ARCHES clean hydrogen hub program. Since June 2023, as deputy mayor of housing under Mayor Rex Richardson, Lock has been a driving force behind some of the region's most ambitious housing innovations, including the °µÍøÊÓÆµ Housing Promise and the formation and development of the Los Angeles County Affordable Housing Solutions Agency. Outside of work, Lock serves on the emeritus board of Partners of Parks and enjoys raising two young boys.
